Jay Tolkoff is sadly mistaken if he thinks that requirements imposed by the City of Tucson (or any local government) is reason that affordable apartment development costs more than market-rate apartments, I've spent nearly 40 years in the affordable housing industry. Higher costs are, by and large, the result of the need to comply with FEDERAL, not LOCAL, requirements.
