1) the plaintiff must have forgotten you need to submit actual evidence of harm for a suit to succeed.

2) nanos can just operate within his budget, like we all have to do. There should be no “if he overspends.” Money shouldn’t be available.

On the latter point, I know there is case law that says the county must fund certain programs (courts come to mind) and accept funding requests within reason.

I assume that is the case for law enforcement as well.

Not taking sides, but a sudden cut in funding would likely mean less guards at the jail, less deputies on the street.

A large part of his budget is related to personnel.
